NIA Zeroes In On Dubai Connection in 26/11 Investigation, Reveals New Leads

The National Investigation Agency (NIA) is targeting a key individual related to the 26/11 Mumbai terror attacks, who met Tahawwur Rana in Dubai before the event. This person, whose identity is verified by US investigative agencies, is believed to have knowledge of the impending attacks, prompting NIA to pursue leads regarding their connections.
Tahawwur Rana, a Pakistani-Canadian businessman, is in NIA custody following his extradition from the U.S. The agency thinks that interrogating him may expose the ‘Dubai connection’ to the attacks, which resulted in significant casualties and destruction in Mumbai.
NIA sources revealed that David Coleman Headley, a crucial figure in orchestrating the attacks, warned Rana in 2008 to avoid India due to planned terrorist operations. Headley allegedly facilitated Rana’s meeting with a co-conspirator in Dubai, who indicated that the attacks were imminent, raising suspicions about the individual’s affiliations with organizations like the Inter-Services Intelligence (ISI) or terrorist groups.
An important angle in the investigation involves Rana and Headley’s decision not to renew an office lease in Mumbai, which had been used as a cover for reconnaissance activities. During 2005, Headley informed Rana of a strategy by the Lashkar-e-Taiba (LeT) to conduct reconnaissance under the guise of working for Rana’s consultancy, capitalizing on Headley’s US background.
Investigators are examining Rana’s travel records from November 2008, which included visits to various cities like Hapur, Agra, Delhi, Kochi, Ahmedabad, and Mumbai, to determine if they served recon purposes for further attacks. The NIA is also looking into links between Rana and other suspects involved in the Mumbai attack conspiracy.
The agency has previously named individuals such as Hafiz Saeed, Zaki-ur-Rehman Lakhvi, and others as integral to the plotting and execution of the Mumbai attacks, working in coordination with ISI personnel. Rana and Headley, both military school acquaintances, used their immigration consultancy as a facade for these operations.
Currently, Rana is being held under strict supervision in a fortified cell within the NIA headquarters, with continuous monitoring and regulated visitation rights. The agency is committed to extracting vital information that may further clarify the network behind the 26/11 attacks and ensure justice for the victims.
