Initial discussions occurred separately with the US delegations meeting both Ukraine and Russia at the Ritz-Carlton hotel in Riyadh. It is expected that US representatives will facilitate the finalization of the ceasefire details and additional safety measures for shipping in the Black Sea. US Special Envoy Steve Witkoff expressed optimism, stating, “The ultimate goal is a 30-day ceasefire, during which time we discuss a permanent ceasefire. We’re not far away from that.”
Ukraine’s President Volodymyr Zelenskyy confirmed their delegation’s constructive engagement in talks, aiming for protected energy facilities. He mentioned providing the US with a list of energy assets that should be excluded from strikes. Ukrainian Defense Minister Rustem Umerov reaffirmed their commitment to achieving a fair peace and increasing security.
Russia is represented by Sergey Beseda, an FSB adviser, and Grigory Karasin, a former diplomat who previously negotiated the Minsk accords. The talks were complicated by Witkoff’s pro-Russian comments regarding the legitimacy of staged referendum results in occupied Ukrainian territories, stirring concern in Ukraine and Europe.
While negotiations continue, Ukraine remains wary due to recent Russian drone attacks, which have already claimed civilian lives. Moreover, significant gaps remain in the terms for a potential peace treaty as Moscow insists on the recognition of its annexed territories and a halt to foreign military support for Ukraine, demands that are unacceptable to Kyiv and its allies.
