Tymur Tkachenko, the head of Kyiv’s military administration, criticized the attack, stating, “Today, the Russians are once again demonstrating their ‘desire for peace.’ In reality, terrorists are simply launching deadly weapons at residential buildings.” This assault occurred just before anticipated ceasefire discussions involving US and Ukrainian officials, scheduled in Saudi Arabia later today.
The ceasefire talks will be facilitated by Andrew Peek from the National Security Council and Michael Anton from the State Department. Subsequently, US officials plan to meet with Russian representatives on Monday, with Ukrainian officials attending but not sharing a room with Russian counterparts. Ukraine is expected to present a list outlining energy infrastructure exempt from Russian strikes during these negotiations.
Additionally, discussions will address measures to ensure the security of shipping operations in the Black Sea, as stated by the Kremlin. Notably, Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy previously agreed to a partial ceasefire focused on energy and civilian facilities, though violations have been reported by both sides.
