Despite Russian claims of success in combating militants in the Central African Republic (C.A.R.), reports indicate that violence has escalated since their military involvement began in 2018. Russian forces are accused of committing numerous atrocities and exploiting natural resources, while the U.N. has cited corruption as a significant obstacle to peace efforts in the region.

On March 2, 2024, Yunus-Bek Yevkurov, Russian deputy defense minister, visited the Central African Republic (C.A.R.) to reaffirm Russia’s military and economic support for President Faustin-Archange Touadera. State media reported that the Russian military had been “significantly” successful in suppressing militant groups. However, this claim is misleading.

Since Russian troops, including the Wagner-affiliated Africa Corps, arrived in C.A.R. in 2018, violence has persisted without notable improvements in security. Contrary to claims from Russian authorities, reports indicate that Russian forces are now among the most violent groups in the country, contributing to terror and corruption.

Reports indicate that between 2018 and 2024, Russian troops have been involved in over 100 armed conflicts, resulting in more than 362 incidents of civilian violence and at least 786 fatalities. The Kremlin has profited from C.A.R.’s mineral resources, reportedly extracting substantial wealth, including gold and diamonds, amounting to around $500 million annually.

C.A.R., one of the poorest nations, has been embroiled in civil war since 2013 due to conflicts over natural resources. The Touadera administration initiated a peace plan to assist rebels in transitioning to civilian life, yet many militants returned to armed groups, with some allegedly joining Russian units.

Despite international funding aimed at peace and disarmament, much has been lost to corruption. Notably, six of the fourteen groups that signed a 2019 peace agreement have violated their commitments. Today, approximately 14 rebel factions control two-thirds of the country, leading to ongoing instability as reported by the Global Conflict Tracker.

The U.N. Security Council highlighted serious concerns over armed group competition for resources in C.A.R. Civilians continue to suffer due to kidnappings and violence involving various factions. The U.S. Department of State reported widespread atrocities attributed to Russian troops in C.A.R., prompting the designation of Wagner as an international criminal organization due to its serious criminal activities, including mass executions and abuse.

Russian military presence in the Central African Republic has exacerbated violence instead of facilitating peace. Despite claims of successful counterinsurgency, evidence shows systematic atrocities committed by Russian forces while profiting from the country’s vast resources. Corruption remains a significant barrier to peace, undermining international efforts to stabilize the region.
